FBI agent shoots suspect

A man shot by an off-duty FBI agent along scenic Tantalus Drive yesterday afternoon was out on bail after allegedly posing as a police officer at the University of Hawai'i last week.

Martin Boegel, 27, of a Thurston Avenue address in Makiki, was charged last night with terroristic threatening in the first degree after he was critically wounded in yesterday's shooting.

Boegel had been seen by a man and a woman yesterday afternoon allegedly brandishing a handgun outside of his vehicle at one of the overlooks along the 3300 block of Tantalus Drive.

The man and woman then flagged down a 31-year-old man, who identified himself as an FBI agent, police said.

The FBI agent was on "personal time" and was not involved in an investigation when the shooting occurred at around 1:15 p.m., FBI agent Tom Simon said.

The agent saw Boegel allegedly walking around with the gun and ordered him to put it on the ground, police said.

But Boegel allegedly "walked aggressively" toward the FBI agent and refused to comply, police said.

The agent then fired and hit Boegel, police said.

Boegel was taken to The Queen's Medical Center in critical condition.

He had been out on $100 bail on charges of impersonating a police officer in the second degree, a misdemeanor, after he was arrested by UH campus security Tuesday.

UH officials initiated a campuswide security alert after Boegel allegedly posed as a police officer on campus May 1 and May 2.

The man wanted by UH officials carried fake identification, wore a jacket with the word "police" on it and claimed to be a Honolulu police officer at UH's Maile Way entrance gate, UH spokesman Gregg Takayama said.

The man drove a white Ford pickup truck, UH officials said at the time.

Following yesterday's shooting, Honolulu police had a tow truck remove a white Ford pickup truck with a shattered windshield from Tantalus Drive.

The truck, which had a lawnmower in its bed, bore the name "Pioneer Martin Pacific" on its driver's side door.

State Business Registration records last night had no information on a company registered as Pioneer Martin Pacific.

A petition for a temporary restraining order had been taken out against Boegel in November 2001, according to court records. But the petition was denied a month later, court records indicate.

The investigation into yesterday's shooting disrupted Mother's Day traffic into and out of Tantalus Drive for much of yesterday.

Residents, cyclists and walkers were turned away on both sides of the crime scene, on Round Top Drive and on Tantalus Drive.

Police reopened Tantalus Drive at 5:05 p.m. yesterday .

Yesterday's shooting was the second in four years along Tantalus Drive.

On July 6, 2006, taxi driver Manh Nguyen and two bystanders, Jason and Colleen Takamori, were shot to death at Tantalus Lookout.

Their accused killer, Adam Mau-Goffredo, also was accused of robbing a nearby home immediately after the shootings.

Mau-Goffredo was later ruled mentally unfit to stand trial and is being held at the Hawai'i State Hospital.
