Hawaii recycler agrees to $20,000 fine for violations

Reynolds Recycling Inc. has agreed to pay a cash penalty of $20,039 for alleged violations of Hawai'i's Deposit Beverage Container law, the state Department of Health Solid and Hazardous Waste Branch announced this morning.
DOH filed an enforcement case against Reynolds claiming the company violated certified redemption center laws and assessed a total penalty of $42,279 against Reynolds.
Health Department officials said the violations from 2005 and 2006 included: failure to properly inspect redeemed containers; paying refund value on ineligible containers; not paying full refund value for eligible containers; failing to verify customer container counts; failing to post required redemption center signs; and failure to maintain required operating hours.
Additionally, Reynolds will complete three Supplemental Environmental Projects (SEPS), which include completion of an Employee and Customer Service Video for use by all certified redemption companies, conducting a Mystery Recycler Program, and implementing an Abandoned Cart Removal Program. Reynolds will be credited for a total of $22,400 for the successful completion of these SEPS. Reynolds has admitted responsibility for all violations stated in the enforcement case, according to a Health Department news release.
Non-compliance with the settlement agreement will subject Reynolds Recycling to stipulated penalties of $1,000 per day.
