WAILUKU, Hawai'i — The Maui County Council has tentatively approved a bill capping the number of bed and breakfasts.

The legislation also requires bed and breakfasts to implement quiet hours between 9 p.m. and 8 a.m. and prohibit street parking.

The rules are designed to minimize disturbances for neighbors.

The council voted 6-0 to approve the bill on first reading. Council Members Michelle Anderson, Joe Pontanilla and Chairman Riki Hokama didn't vote.

The council will take up the legislation for second and final reading on Dec. 19.

The council will bring up separate legislation covering vacation rentals next term.

"Bed-and-breakfasts" are establishments with an owner living onsite.

"Vacation rentals" have an offsite manager or owner.
