TECHNOLOGY OF CHANGE is the theme for the Hawai'i Psychological Association convention to be held Thursday and Friday at the Hilton Hawaiian Village. Major workshops anchoring the event are, "Motivational Interviewing: What It Is, How It Works" by Dr. William Miller and "Settle for More in Couples/Relationship Therapy: A New Model, New Outcomes" by Dr. Thomas Merrill and social worker, Bobbie Sandoz. Also offered will be an array of workshops, programs and discussions covering such topics as involuntary mental health treatment, the military family and weight and wellness. Fee range: $140 to $365.   • The Annual Professional Development Conference of the Network of Volunteer Leaders will be held 8 a.m. to 3 p.m. Thursday at Plaza Best Western Hotel, 3253 N. Nimitz Highway. The keynote address on performance improvement in volunteer management will be given by motivational speaker, Gwen Fujie. The afternoon program on skills needed to effectively communicate with volunteers will be hosted by Annabel Chotzen. Fee: members $80, nonmembers $90. Buffet lunch included.   • PUBLIC FORUM ON MASS TRANSIT sponsored by the League of Women Voters will take place 9:30 a.m. Oct. 27 at Hawai'i State Capitol, Room 224; to inform voters about options being discussed; the League opposes fixed guideway rail's high cost and perceived low traffic reduction; panelists will include professor of civil and environmental engineering, Dr. Panos Prevedouros; Honolulu City Councilmembers Ann Kobayashi and Gary Okino; and Honolulu Department of Transportation Services chief planner Toru Hamayasu; free.
