Academy of the Pacific's athletic director accepted a FedEx parcel on Friday that contained a pound-and-a-half of a green leafy substance — as well as a police monitoring device that left fluorescent powder on him when the package was opened, according to a Honolulu police probable cause affidavit.

Brad R. Kitsu, the 31-year-old athletic director of Academy of the Pacific, and Wayne Morris Roe Jr., 32, were then arrested at their Kukui Plaza apartment, 1255 Nu'uanu Ave., on suspicion of first-degree promotion of a detrimental drug, Honolulu police said.

The day before, HPD's Narcotics Vice Division Parcel Interdiction Team intercepted a FedEx parcel addressed to Kitsu that was believed to contain illegal narcotics, according to the affidavit.

The officers obtained a search warrant and found a pound-and-a-half of a green leafy substance that tested positive for THC, the key ingredient in marijuana, according to the affidavit.

On Friday, officers obtained a Circuit Court order to install a monitoring device in the package, which was triggered after Kitsu accepted the package at his apartment, according to the affidavit.

HPD's Specialized Services Division officers entered the apartment around 8:30 p.m. and found Kitsu, Roe and a 29-year-old Enchanted Lake man inside, police said.

They all had fluorescent powder on them that was visible under black light, indicating that they had contact with the contents of the package, according to the affidavit.

The Enchanted Lake man was released pending further investigation.

Mollie Sperry, Academy of the Pacific's head of school, did not return telephone calls seeking comment yesterday.

Academy of the Pacific, located on 'Alewa Drive above Liliha, is a private school with an enrollment of 130 to 140 students in grades six through 12, according to the school's Web site.

In addition to serving as Academy of the Pacific's athletic director, Kitsu also taught English, middle school study skills and P.E., according to Academy of the Pacific's Web site.

He has a B.A. in marketing with a minor in sociology from Pacific University and has coursework toward a master of science in counseling psychology at Chaminade University, according to the Web site.

Kitsu had taught briefly at two area elementary schools and at Kaiser High School for one year, the Web site noted.

Four public school teachers have been arrested since October on drug-related charges. Since then, one of the teachers pleaded guilty to a single count of selling the drug and two pleaded no contest to petty misdemeanor charges of smoking marijuana.

A case of conspiracy to distribute drugs is pending against a public school resource teacher.

None of the cases involved students.
