Fugitive tracked down on Kaua'i

LIHU'E, Kaua'i — Police and federal marshals Thursday night ran down and arrested convicted felon and parole violator Christopher Dichoso Santos, 32, at a Hanama'ulu subdivision home.

Santos, originally from Koloa, had been on the run for some time, after Kaua'i police learned that he was on Kaua'i in violation of a probation condition that prohibited him from returning to the island. The federal-state-local Hawai'i Fugitive Task Force had been looking for him for several weeks.

He was charged with second-degree promotion of a dangerous drug, prohibited acts related to drug paraphernalia, fourth-degree criminal property damage, parole violation, reckless driving, resisting an order to stop a motor vehicle and unauthorized control of a motor vehicle.

Police also arrested two women they described as associates of Santos: Roberta Lyons, 37, of Wailua Homesteads, and Anela Delima, 35, of Hanama'ulu Beach. Both face federal charges of harboring, aiding and abetting a fugitive, which carries a possible five-year prison term.

Assistant Police Chief Roy Asher said they were among a group of his friends who were helping to hide Santos. He said police made face-to-face contact with many of those associates, warning them of the risk of helping him, but that some continued to do so.

"He had a network of people that were helping him. More arrests will be forthcoming," Asher said. "We'd like to stress that if you're going to assist a fugitive, there are consequences."

Police, state Department of Land and Natural Resource officers and U.S. marshals have been regularly checking locations where Santos has been reported to be. Asher said they had recently learned that Santos has been traveling on a motorcycle. During a check of a Hanama'ulu home about 10:30 p.m., they located a vehicle driven by a Santos associate, and saw Santos sitting on a black motorcycle.

"When he saw the officers, he tried to start the motorcycle, but it wouldn't start, and he ran," Asher said.

Officers chased him through the neighborhood, while other officers arriving by car tried to cut him off. Police fired two different non-lethal weapons at Santos. One pursuer fired a beanbag gun and the round knocked Santos down. When he got up, another officer fired a Taser electric stun gun at him, after which authorities were able to subdue him without further difficulty.

Police earlier this month issued a statement saying Santos was known to possess firearms and was considered dangerous. He had no weapons when he was arrested.

Santos' record includes 53 arrests, seven felony convictions and 10 misdemeanor convictions, with a number of cases still pending, among them methamphetamine and assault counts.

His list of charges now also includes parole violation and federal charges of assault on federal officers, after he reportedly injured two officers when they tried to arrest him for parole violation in the Kapa'a area on March 6.
