The Kaua'i Department of Water will host its fifth annual "Make a Splash" festival at the Pua Loke Arboretum on Friday for fifth-graders around the island.

For the festival, officials will close a section of Pua Loke Street, from Haleko Road to Kaumuali'i Highway, from 8 a.m. to 2 p.m.
