    KEY HOUSE VOTES

    1. State Children's Health Insurance Program

    The House failed again Wednesday to override President Bush's veto of a bill to increase spending for a children's health insurance program. The final vote, 260-152, was 15 votes short of the two-thirds majority that Democrats needed.

    KEY SENATE VOTES

    1. Defense authorization

    The Senate last week passed, 91-3, a revised $696 billion defense authorization bill that includes a 3.5 percent pay raise for the military.

    WHAT'S AHEAD

    The Senate is working on the nation's electronic surveillance laws. A law that grants broad surveillance powers to the executive branch expires Friday. The House will have a truncated week, with Democrats on a policy retreat starting Wednesday. President Bush addresses Congress tomorrow night in his final State of the Union address.
