Heavy rain, fallen branches and disabled traffic lights slowed traffic in Kailua this morning.

All traffic lights and street lights were out along the Pali Highway from Kailua town to Dowsett Avenue.

Fallen trees, debris and small rocks littered the side of the Pali.

A high fence was leaning into one lane of Kailua Road adjacent to the District Park, forcing police to improvise a contraflow through the park's parking lot.

On the road next to the Kailua Beach Park boat ramp, water pooled to almost a foot deep at a spot that often floods in heavy rain.

The lights were out at the main intersection in Kailua — where Kailua, Oneawa and Kuulei roads intersect — but drivers took turns making their way through.

Ponded water in various locations forced drivers to slow down and there were scattered stalled cars on the Pali Highway and in Kailua.
